Coljuegos llança la licitació de Keno

Coljuegos has announced the project conditions for Keno, a game expected to contribute over $485 billion to health initiatives over the next five years. Under these conditions, operators will remit between 15% and 17% of total sales to Coljuegos for exploitation rights, along with an additional 1% for administrative fees.

Keno will also be the first game in Latin America to incorporate Tecnologia de blockchain for ticket issuance. The project conditions for operating Keno in Colombia will be available until 11 April on the Electronic Public Procurement System, SECOP II.

Marco Emilio Hincapié, president of Coljuegos, explained that the project will be open for interested parties to make observations regarding the bidding process.

“Our aim is for this process to be characterised by its transparency and plurality of bidders. We hope that Keno becomes one of the preferred games among Colombians in the medium term, while also allowing us to increase resources for health,” said Hincapié.

The project establishes that Keno will be granted in four regions of the country for a term of five years. It is estimated that sales will exceed $2.3 trillion in the next five years.

The regions will be comprised as follows:

  • Region 1: Arauca, Casanare, Cauca, Chocó, Córdoba, Guainía, Guaviare, Nariño, Sucre, Valle del Cauca, Vaupés, and Vichada. Estimated gross sales: $535.736 million over five years.
  • Region 2: San Andrés, Atlántico, Bolívar, Cesar, Guajira, Magdalena, and Norte de Santander. Estimated gross sales: $326.93 million over five years.
  • Region 3: Antioquia, Caldas, Quindío, Risaralda, and Santander. Estimated gross sales: $772.462 million over five years.
  • Region 4: Amazonas, Bogotá, Boyacá, Caquetá, Cundinamarca, Huila, Meta, Putumayo, and Tolima. Estimated gross sales: $751.223 million over five years.

“In total, we expect to have more than 15,700 sales terminals throughout the country. Moreover, in this bidding process, legal entities, or those with a future partnership promise, who can prove relevant experience in operating games of chance, can participate,” stated Hincapié.

Interested parties must have a minimum infrastructure to operate Keno, consisting of a central gaming system that is integrated, among other elements, with blockchain technology for ticket issuance; as well as a Random Number Generator, remote connection devices, communication networks, streaming platforms for draw transmissions, and sufficient sales terminals as per the minimum requirements for each region.

“Once we receive observations from interested parties, we plan to open the bidding process on 16 April. Additionally, according to the schedule, the awarding of concession contracts will take place on 19 May,” Hincapié said.

Players will be able to purchase tickets through physical points of sale or digital sales channels. Each bet may be from $1,000 to a maximum of $20,000, and the maximum prize that a player can initially win will be up to $1.68 billion. Additionally, prizes may vary according to the value of each bet.

Draws will take place from Sunday to Sunday within 6 to 10 minutes. Consequently, between 144 and 240 draws can be conducted daily (depending on the frequency chosen by the operator), all of which will be streamed online.
